Dear Pavel,

this is an invitation for you and your team to come to Lithuania from Lithuanian startup community. Also endorsed by Dalia Grybauskaitė, the President of Lithuania.

Lithuania is a tiny, but awesome country and we are open to all good willing people. Lithuania easily meets the criteria you have mentioned in your post and tops it with bonus:

• Our rights and freedoms are guaranteed by strong rule of law, various local institutions, regulated by European Union and protected by NATO.
• We have a stable economy and LOTS of smart people to work with. Seriously, it's hard to find people who don't have higher education here. Many speak both English and Russian.
• One of the lowest taxes and smallest bureaucracy in EU, growing FDI to Lithuania. For these reason multiple internaitonal companies have their IT / supports centers in Lithuania. E.g. recently Wix.com moved their app development department to Vilnius. 

And in July Sergei Klimov is moving his game development studio Charlie Oscar to Vilnius - I'm yet to find a nicer post about Vilnius, than one written by Sergei.

Belarus - Lithuania startup panel in recent LOGIN Startup Fair'14 conference in Vilnius. Lithuania has ties with all neighbor countries and good relationship with the most :)

Most importantly - we have a dynamic and growing startup scene:

• We have success stories like GetJar, Vinted and Pixelmator started in Lithuania. With dozens and dozens of upcoming startups catching up - Lithuanian startups consistently rank well in startup rankings, competitions and accelerators etc. 
• Investors from all around have showed their trust in Lithuanian startups: Accel Partners, Intel Capital, just to name a couple.
• Dozens of local and international events for starups - LOGIN, Silicon Valley Comes to the Baltics and others. Also lots of support from government to startup community with initiatives like Startup Lithuania.
